CEHS organisation
The Corporate Environment, Health and Safety department reports
directly to GlaxoSmithKline’s General Counsel, Rupert Bondy and has a
dotted line reporting relationship to the President of Global Manufacturing
and Supply, the GSK manufacturing organisation. This places the Vice President,
Corporate Environment, Health and Safety on both the Legal Management Team and
the Global Manufacturing and Supply Executive Team illustrating the emphasis
placed on EHS in GlaxoSmithKline.

CEHS Mission
In order to achieve its vision, CEHS will provide:
- leadership for the integrated, global effort within GlaxoSmithKline on key EHS issues
- governance of EHS performance
- support for GlaxoSmithKline businesses with tools, technology, information and knowledge
- innovation and continuous improvement for unified EHS systems and approaches
The Strategy and External Relations team co-ordinates the strategic approach to environment, health and safety that will enable GlaxoSmithKline to achieve its EHS aspirations. This includes:
- developing, maintaining and communicating the EHS Plan for Excellence
- overseeing stakeholder engagement and working with external partner organisations on EHS
- identifying emerging issues and working with government and regulatory bodies to influence the development of regulations
- leading and implementing major EHS projects that support the strategic intent of GSK.
The EHS Product Stewardship team promotes the proactive, ethical, and responsible management of environment, health and safety risks throughout the life cycles of GlaxoSmithKline products. This group:
- develops, implements and supports key programmes in occupational hygiene, process safety and environmental controls to ensure adequate protection of people, property and the environment
- champions sustainable EHS practices and works with research & development and the New Product Supply organisation to identify potential EHS life-cycle issues early in the development process
- assesses EHS issues and recommends measures to eliminate, mitigate, control, and manage residual EHS risks
- provides technical information and guidance and recommends strategies to research & development for developing manufacturing processes that use resources efficiently and that minimise emissions
- develops and promotes innovative tools, systems and methodologies.
The Hazard Assessment and Communication team includes experts in environmental and occupational toxicology, physico-chemical hazard assessment and hazard communication. Its responsibilities are:
- conducting research to evaluate the environment, health and safety properties of GlaxoSmithKline products and the materials used in their development and manufacture. This information is essential to assess the risks presented by our products throughout their life cycle so that appropriate risk mitigation or management solutions can be identified.
- using a variety of communication methods to ensure that EHS hazard information is available and understood by stakeholders that include GSK staff in R&D and manufacturing operations, contract manufacturing partners and customer groups. Communication methods include safety data sheets, product brochures, intranet sites and training materials.
The EHS Services - Commercial team extends the traditional work of CEHS beyond research & development and manufacturing into GlaxoSmithKline’s Commercial businesses. The mission of the team is to add value to Commercial operations by improving their effectiveness through reducing EHS risks. The team:
- is committed to building and strengthening relationships and understanding the business and EHS needs of the Commercial groups
- aims to become a strategic business partner through providing appropriate and relevant programmes and services
- assists this business sector in improving EHS performance
- provides training to the US Pharmaceuticals business on new requirements regarding company provision of information to health professionals on the safe handling, storage and use of cytotoxic medicines
- works with the UK Nutritionals group to conduct an ecofootprint of key products.
The EHS Global Audit team delivers an internal audit programme, in collaboration with Employee Health Management, for all manufacturing, research and development and key office and warehouse locations. It also performs risk-based assessments of key contract manufacturers and suppliers and EHS due diligence assessments for acquisitions and divestitures. In all cases the aim is to ensure that EHS risks and impacts are managed effectively and to identify opportunities to reduce risks and contribute to continuous improvement.
The EHS Reporting team is responsible for measuring EHS progress and performance and communicating about EHS both inside GSK and to our external stakeholders. Specific responsibilities are:
- measuring EHS progress and performance and providing this information to GSK management to assist with tracking performance and driving continuous improvement
- collecting and analysing data from all operations for reporting to internal and external stakeholders
- supporting EHS information management software that can be used to manage EHS programmes and measure improvement and progress to targets
- managing EHS reward, recognition and awareness programmes that are the parts of the overall GlaxoSmithKline EHS Framework devoted to motivating employees, raising awareness and driving continuous improvement
- communicating general EHS information to all staff through a variety of programmes to foster a culture that supports a safe and healthy workplace and a clean environment
- communicating EHS programmes, issues and performance to our external stakeholders to enhance their understanding of GSK’s commitment to EHS
New in 2006 were EHS Director positions for the four Global Manufacturing and Supply (GMS) supply chains. These EHS Directors share EHS management responsibilities with Site Directors. They report to both the Vice President of CEHS and to the Senior Vice Presidents in GMS responsible for the supply chains. Their responsibilities are:
- implementation and maintainence of EHS programmes at their supply sites
- working with sites to deliver EHS objectives and targets
- enhancement of the effectiveness of site Employee Health and EHS resources
- sharing of EHS good practices to achieve improvements across the network
- provision of direction on longer-term EHS goals and development of plans with the business to deliver these in the 1-3 year timeframe
The Research & development EHS Group reports with a dotted line to the Corporate Environment, Health and Safety group. This group facilitates integration of EHS into the agenda of the research & development sector of the business and supports a unified and consistent approach to EHS across the company.
The Biologicals EHS Team reports with a dotted line to the CEHS. In coordination with Corporate GSK, it develops policies, standards and methods for Health, Safety, Biosafety, Environment, Security, Risk Management and Crisis Management and assures that these policies are implemented. The team is responsible for integrating EHS into the Biologicals business.
The Biologicals EHS Team:
- Defines and implements strategies to reduce EHS risks
- Develops the strategic EHS plan for GSK Biologicals in alignment with the GSK EHS Plan for Excellence
- Sets KPIs and EHS targets for GSK Biologicals and assures EHS reporting to CEHS
- Develops EHS training programs in accordance with site objectives / targets
- Provides support to GSK Biologicals project management/engineering teams.
- Ensures adequate technical coordination, programme implementation and support to the GSK Biologicals sites
- Assures readiness for inspections by Corporate functions, participates in external audits and assures internal audits
- Defines and audits policies and programmes and integrates EHS best practices in GSK Biologicals
- Represents GSK Biologicals in CEHS.
